John W. Burkholder, AICP CEO, Land Use Planner Mr. Burkholder has worked in land use planning and real estate consulting for 25 years. He was Director of Planning Services for Earth Tech for six years and the City of Arlington's Director of Community Development for three years. Powell, PE Regional Manager of Engineering Mr. Powell is a Regional Manager of Engineering for HBA Design Group in Springfield, Oregon. He has nine years of experience in site/civil design and project management for commercial and residential projects. His specialties include stormwater design, erosion control, site grading and project management.
