John W. Burkholder, AICP

Mr. Burkholder has over twenty years of experience in land use planning and real estate consulting. He held the position of Director of Planning Services for Earth Tech, formerly Barrett Consulting Group for six years and was the Director of Community Development for the City of Arlington for three years. He has a Master of Landscape Architecture and Urban Design from Harvard University and a Bachelor of Science in Landscape Architecture from Washington State University. Mr. Burkholder is a member of the American Institute of Certified Planners (AICP).
John E. Bissell, AICP
Director of Planning
Mr. Bissell is a planner certified by the American Institute of Certified Planners (AICP) with over 20 years of increasingly responsible land use planning experience for public and private sector employers. He worked as a senior planner for the City of Edmonds for over eight years, and has worked as a private planning consultant for ten years. Although he has a long history of experience in public sector planning he specializes in current planning, plan review and entitlements. His private sector experience includes project management, permitting, site planning, and negotiating on behalf of clients. He has a Bachelor Degree in Geography from Humboldt State University in Arcata, California.
Todd D. Powell, PE
Regional Manager of Engineering
Mr. Powell is currently Regional Manager of Engineering and Principal for HBA Design Group, LLC in Springfield, Oregon. Mr. Powell earned his Bachelor Degree in Civil Engineering from Oregon State University. He is a registered Professional Engineer in both Oregon and Washington. Mr. Powell has more than nine years experience in site/civil design and project management for a wide range of commercial and residential projects. His specialty is stormwater design, erosion control, site grading and project management.
Michael E. Ryan, PE
Managing Civil Engineer
As Principal and Director of Engineering at HBA Design Group, LLC, Michael's engineering responsibilities include the design and management of civil engineering tasks related to land development. His diverse background allows clever, creative and often unique approaches and solutions to engineering problems that have been stalled by traditional methods and thinking. His 20 years of professional experience include: sanitary sewer, storm water storage and conveyance, earth moving, traffic mitigation and construction sequencing as well as geometric design of roads, highways, interchanges, rail and precision guidance for aircraft. As a member of the Board of Managers, his corporate responsibilities include advocacy for engineering principles, technology and risk management as well as contributions to the health and growth of the company. Mr. Ryan has a Bachelor Degree in Civil Engineering from the University of Washington. He is licensed in Washington, Idaho, Montana, and Florida.
